Draft Law on Incentives to IT Sector

With a focus on recovery and development of the Information Technology sector, the Assespro (Association of Brazilian Companies in Information Technology) presented the Ministry of Science and Technology (MCT) and the Ministry of Development, Industry and Foreign Trade (MDIC) a proposal a bill to stimulate the software industry and IT services.

 
To Ministers Mercadante (MCT) and Fernando Pimental (MDIC), the proposal's main objective is to define a differential tax treatment to companies producing software and services sector of Information Technology. All with an emphasis on the development of micro and small enterprises sector, thus creating the concept of supply chain IT.

For the president of the National Assespro, Luis Mario Luchetta, you must create a law in the country that fits the expansion and projection of the Brazilian IT market. "When was the Law of Information Technology, the country has advanced in terms of manufacturing. However, Brazil needs to become more competitive in the area of software development and services. You must have something on our side to encourage that, "he says.

 
The proposed project also aims to regulate the contractual relationships between companies providing IT services and its subcontractors, since the development of software requires different types of services that are combined for final delivery to the customer, such as analysis, design, coding, testing, deployment, maintenance and support. Also according to Luchetta, the proposed Bill comes to the ministries to strengthen the development of the sector. "We want strong companies with great representation at the national level, complying with their duties and for this we need companies that specialize in all areas, like services and software developers. The adoption of this law will still have a direct impact on the productivity of other sectors of the Brazilian economy, "he concludes.
